Dianella Congesta is an evergreen perennial growing to 1m, it is in leaf all year, in flower from November to February.  Not very cold-tolerant, but can survive in sheltered environments in dappled shade, such as a woodland, if temperatures do not drop too far below zero for long periods.  Some suggest growing these in a greenhouse for the first 2 years before gently planting out in Spring.
